Upgrade of IXP sponsor: NL-ix

Since 2018 NL-ix provides a 10G reseller port at Community-IX for connecting non-commercial peers. This port is available for peers connected to Frankfurt. We are pleased to announce that NL-ix also connected to Community-IX in Berlin last week with another 10G reseller port.
